Chairman of China Everbright Group Li Xiaopeng Visits Everbright Environment Xinhua Waste-to-energy Project and Nanning Shuitang River Integrated Restoration PPP Project

On 28 and 29 September 2020, Li Xiaopeng, Chairman of China Everbright Group Ltd. ("Everbright Group"), had an inspection tour in Hunan Province and Guangxi Zhuang Autonomous Region. During the tour, Li Xiaopeng visited Xinhua Waste-to-energy Project ("Xinhua Project") and Nanning Shuitang River Integrated Restoration PPP Project ("Nanning Project") of China Everbright Environment Group Limited ("Everbright Environment"), to check the construction progress of the projects. Liu Jin, Executive Director of Everbright Group and President of China Everbright Bank Co. Ltd.; Fu Wanjun, Deputy General Manager of Everbright Group; Liu Fei, Secretary General of Loudi Municipal Party Committee, and Li Jianwen, Deputy Mayor of Nanning City, joined the visit. Wang Tianyi, Chairman and CEO of Everbright Environment, and An Xuesong, Deputy General Manager of Everbright Environment, accompanied them on the visits.



Officially commenced construction on 30 April 2020, Xinhua Project is a key ecological poverty alleviation project supported by Everbright Group and a featured poverty alleviation project of Everbright Environment. At the project construction site, Li Xiaopeng carefully checked key areas of the project and listened to updates on the project construction status and plan, including project planning, construction progress, pollution control and relationship between nearby villages and the project company, and had thorough discussions on the difficulties relating to the project construction. Since 2020, the project team of Xinhua Project overcame negative impact from the pandemic, complexity of geographical terrain and frequent precipitation in the early stages, solved various types of problems and conflicts, and strived to catch up with the construction progress under the premises of safety and compliance. The team also proactively supported the local villages and counties to keep the pandemic under control and help alleviate poverty in local communities. As a result, Xinhua Project has established a good mutually beneficial relationship with the local government authorities and residents.



Nanning Project is located along the Suitang River of Nanning City and surrounded by trees and grass. At the waste water treatment plant under Nanning Project, Li Xiaopeng carefully listened to reports on the project planning and progress, from which he was briefed about the features of and difficulties in the waste water treatment process. He also inspected the discharged water of the plant and offered guidance on the business planning and research and development ("R&D") of China Everbright Water Limited ("Everbright Water"), the water business sector of Everbright Environment. With a total investment of approximately RMB1.466 billion, Nanning Project's treatment services cover a river length of 4.43 km and a river-basin area of about 16.15 km². The project, launched based on a Public-Private-Partnership model in 2017, is currently under construction. By offering comprehensive treatment services, it aims to create a theme riverside park with "clear water and green shores, fish swimming in the shallow riverbed" in the city.

Li Xiaopeng spoke highly of Everbright Environment's construction quality, management proficiency and its contribution to poverty alleviation. On behalf of Everbright Group, Li extended mid-autumn festival greetings to staff of Everbright Environment. He said that Everbright Environment is a backbone enterprise of the group, with rich construction and operation experience and proprietary technology in the field of environmental protection. As he suggested for the next step of work, firstly, Everbright Environment should develop high-quality poverty alleviation projects, improve industrial efficiency, support the industrial development in poor areas, and facilitate the industrial revitalisation and development of beautiful rural areas. Secondly, Everbright Environment should constantly enhance its R&D capabilities in the water environment sector and acquire core technologies relating to water treatment. Thirdly, the company should focus on the areas of industrial park and integrated environment management, develop full industry value chains for waste treatment and water environment businesses, with the goal of building two eco-systems. Li Xiaopeng stressed that Everbright Group is currently facing a historical moment as the group strives to achieve the first three-year goals of the Group's first five-year strategy and lay a solid foundation for the next two years' development. He hoped that all staff of the group could adhere to the original intention and mission, in order to build a world-class financial holding group with a focus on wealth management and livelihood services, and contribute to the development of different regions.

Wang Tianyi expressed his gratitude for the care and support from Everbright Group's management team. He said that Everbright Environment is determined to implement Everbright Group's plans, adheres to the company's "3587" development strategy, and promotes the coordinated development of all the business sectors. Everbright Environment has moved into new businesses such as waste sorting in many places across the country. It will continue to consolidate its leading position in the field of waste-to-energy, enhance the "Five Points in One Line" full-chain business regime in waste treatment, continue to grow its water environment business and strengthen scientific and technological R&D. At the same time, the company will earnestly implement all poverty alleviation projects, further improve the construction and operation quality of such projects, and contribute to the economic and social development and the improvement of people's livelihoods.

Government officials of Loudi City of Hunan Province and Nanning City of Guangxi Zhuang Autonomous Region, as well as representatives from relevant departments of Everbright Group, participated in the project visit.

Xinhua Waste-to-energy Project is invested and constructed based on a PPP model. With a total designed daily waste processing capacity of 1,050 tonnes, the project will be constructed in two phases. Phase I of the project has a designed daily household waste processing capacity of 700 tonnes, with an investment of approximately RMB588 million. To be equipped with two 350 tonnes/day mechanical grate furnaces and one 15 MW steam turbine power generator, Xinhua Project Phase I is expected to generate on-grid electricity of approximately 69 million kWh annually. The main construction work of Xinhua Project Phase I started on 30 April 2020 and is expected to complete the trial run by mid-2021. Xinhua Project, an ecological poverty alleviation project that Everbright Group has reported to the State Council of the People's Republic of China, has been actively making coordinated effort in poverty alleviation through industrial development, consumption initiatives, livelihood projects, targeted initiatives, among others. Such effort has provided job opportunities to the local poor household, through signing supply agreements with relevant enterprises and long-term service agreements with the poor residents. The project also helped the village to build a 400-meter-long road, which has effectively boosted the local economic activities and created fiscal benefits.



Nanning Shuitang River Integrated Restoration PPP Project is Everbright Water's first project in Guangxi Zhuang Autonomous Region. It is invested and constructed based on a PPP model. With a total investment of approximately RMB1.466 billion, the project's treatment services cover a river length of 4.43 km and a river-basin area of about 16.15 km². The project, launched in 2017, is currently under construction, with the construction work including the emergency work for the treatment of black and odorous water bodies, construction of supporting facilities for integrated water environment restoration, construction of supporting pipeline networks for integrated water environment restoration, ecological restoration, sponge city construction, environmental landscaping, river basin dredging project and information management project, in addition to the construction and operation of Shuitang River Waste Water Treatment Plant. With a designed daily waste water treatment capacity of 40,000 m³, the plant began to collect waste water and started trial run since 24 November 2019. By 30 December 2019, the plant's discharged water complied with the national Grade 1A standard according to the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB18918-2002). Nanning Project is committed to improving the living environment in areas surrounding the Shuitang River Basin and has been developed into a special theme riverside park.
