Secretary of the Leading Party Members Group of the Ministry of Ecology and Environment of the People's Republic of China Sun Jinlong Visits Everbright International Hangzhou Waste-to-Energy Project


On 16 August 2020, Sun Jinlong, Secretary of the Leading Party Members Group of the Ministry of Ecology and Environment ("MEE") of the People's Republic of China ("PRC"), visited Everbright International Hangzhou waste-to-energy Project ("Hangzhou Project") in Zhejiang Province, to learn about the treatment and reuse of household waste with the goal of promoting ecological and environmental protection. Zhuang Guotai, Vice Minister of the MEE, Chen Yijun, Vice Governor of Zhejiang Province, and Liu Xin, Mayor of Hangzhou joined the visit, which was accompanied by Everbright International CEO Wang Tianyi, who also reported relevant work.



With bright, white clouds floating across the sky and green water surrounded by mountains, the visiting group led by Sun Jinlong arrived at Hangzhou Project in the afternoon. In the picturesque factory area, the group listened to briefings about the construction plan and operations management of the project, and queried about issues relating to the project, such as the waste processing capacity, gas emission standards, waste-to-energy and gas treatment procedures, furnace operation and waste harmless treatment process. They also visited the environmental protection education center, sand table model of the project, central control room, equipment exhibition center and waste crane control room.





Sun Jinlong commended Everbright International's operations management proficiency, as well as its achievements in boosting the concurrent growth of economic and social benefits. He noted that as a leading player in the environmental protection industry, Everbright International adheres to high standards for project construction and operation, and ensures the principle of "three zeros" – zero accident, zero violation of relevant emission standards and zero breach of regulations or discipline. As such, the daily average levels of online monitored gas emissions of the company's projects have been superior to the Euro 2010 standard (Industrial Emissions Directive 2010/75/EU). The company is committed to information disclosure and transparency, and strives to transform the "Not-in-My-Backyard" (NIMBY) effect into "community friendly" effect, which demonstrate its outstanding professional competence and strong sense of social responsibility. In terms of the environmental protection business, Sun opined that waste is a resource in the wrong place and Everbright International's remarkable achievements in the waste-to-energy business are indeed hard won. He emphasised that this year marks the 15th anniversary of the concept that lucid waters and lush mountains are invaluable assets. On this occasion, the company should bear in mind this philosophy and focus more on the strategic goal of ecological conservation by promoting waste reduction at source, resource recycling, strict compliance with emission standards and further open-up of projects for public visits, in order to facilitate the development of zero-waste cities, as well as to promote economic and social development and ecological and environmental protection.



Wang Tianyi welcomed the visiting group, expressed his gratitude to the long-term support and guidance provided by the MEE, and also delivered a brief report on Everbright International's business operations and development accomplishments. According to Wang, thanks to the effort made over the past 17 years, Everbright International has become China's largest environmental protection enterprise, ranking first among its peers in terms of scale and efficiency for two consecutive years. It is also the world's largest waste-to-energy project investor and operator, with the total daily designed and actual processing capacities of its projects reaching around 134,400 tonnes and exceeding 70,000 tonnes respectively. Committed to high-quality construction and operations, the company has achieved the ultra-low emission for its waste-to-energy projects, which are superior to the Euro 2010 standard in terms of the daily average level of online monitored gas emissions. With respect to technological innovation, Everbright International has obtained most patents in the waste-to-energy area, leading the industry development with its state-of-the-art technologies. In terms of business expansion, it focuses on promoting the "Five Points in One Line" full value-chain development strategy and promotes waste sorting and resource recycling, making further contributions to nurturing new lifestyles and good habits among the public. Wang said that Everbright International will continue to hold fast to its corporate mission of being "Devoted to Ecology and Environment for a Beautiful China", as well as its aspiration to "Create Better Investment Value and Undertake More Social Responsibility", in an effort to grow stably and support the development of "zero-waste cities" and a beautiful China.



Officials of relevant departments under the MEE, functional departments under Zhejiang Provincial Government and Hangzhou Municipal Government, as well as representatives of Everbright International Hangzhou Project, joined the visit.

Hangzhou Waste-to-energy Project ("Hangzhou Project") in Zhejiang is one of Everbright International's high-quality benchmark projects. Covering an area of around 73,000 m2, the project commenced operations in 2017. With a designed daily and annual waste processing capacity of 3,000 tonnes and 1.1 million tonnes respectively, the project is expected to generate approximately 400 million kWh of on-grid electricity annually.

Hangzhou Project is one of the waste-to-energy projects that apply the most sophisticated environmental protection technologies and processes in compliance with the most stringent emission standards. The level of online monitored gas emissions is superior to the Euro 2010 standard. During the construction, the project put into practice the commitment of "Two Nevers" – never commence construction if the project violates the law and / or without the local residents' understanding and support. As a result, the project helped to establish an interactive mechanism that is led by government authorities, dominated by the public with businesses playing a major part. This mechanism was extensively covered and promoted by national media including the People's Daily, CCTV's Xinwen Lianbo and China Environment News. During the operation, the project has been implementing the "Three Firsts" initiative and the "Four Withstands" principle.

To date, Hangzhou Project has been selected as one of the exemplary waste-to-energy case studies by the United Nations. It has also won various honors such as the Luban Prize (National Quality Project) in China's construction field, the 2019 China Power Quality Project Award, one of the first batch of the 13th China Steel Structure Gold Award Projects, the Green Development Benchmarking Enterprise, and the AAA-rated waste-to-energy project in Zhejiang Province.
